Clearfield Borough has an immediate need for a motivated individual to fill the position of Code Enforcement Officer.

CODE ENFORCEMENT OFFICER Job Description General Statement of Duties: The Code Enforcement Officer is responsible for the administration and enforcement of the municipality’s zoning ordinances, and all single purpose Public Health and Safety Ordinances of the Borough of Clearfield.

Supervision: All work is done at the direction of, and under the supervision of, the borough council and/or borough operations manager.

Typical Examples of Work: The employee in this classification may be called on to do any of the following: (These examples DO NOT include all of the tasks which the employee may be expected to perform.)

Acts as Borough and Zoning Ordinance Officer of the Borough of Clearfield.
Investigates, handles and reports the complaints of citizens concerning the provisions governing the borough code and other regulating codes and ordinances.
Monitors construction of driveways and sidewalks and installation of drainage pipe diverting water to borough property or roads.
Performs necessary enforcement work, including timing of inspections, issues letters of warning and procedures forpersistent non-compliance.
Attends all Planning Commission meetings and zoning hearings. Attends Public Works Committee and Planning/Zoning Committee meetings as directed. Attends all meetings of Clearfield Borough Council.
Makes recommendations for changes in ordinances and regulations.
Maintains good public relations.
Maintains records of permits granted and inspections made.
Responsible for maintaining files.
Suggests methods of improving field inspection process.
Keep the borough council alerted to any conditions in the field, which are potentially troublesome or controversial.
Attends off site conferences, seminars and training as directed.
Responsible for all vector control activities within the Borough.
Performs other work at the direction of borough council.


The Code Enforcement Officer shall not, unless BCO certified,
take part in the design, construction, repair or demolition of any structure within the Borough of Clearfield. The Code Enforcement Officer’s responsibility is to ensure that these activities are performed within the requirements of the respective codes.

Qualifications:

High School Education
Knowledge of building, planning and zoning regulations and practices.
Ability to conduct inspections and enforce borough codes, ordinances, and regulations, firmly, tactfully and impartially.
Ability to maintain records and write clear concise reports.
Ability to establish a working relationship with associates and the general public.
Ability to express ideas both orally and in writing.
Possess a valid Pennsylvania Driver’s License.
 
Job Type: Full-time
 
Pay: $32,000.00 – $40,000.00 per year
