Hiring Borough Manager

 

Clearfield Borough, a historic and community-centered municipality in central Pennsylvania, seeks a qualified and proactive Borough Manager to oversee the borough’s day-to-day operations.

Operating under a Council-Manager form of government, the Borough Manager serves as the chief administrative officer, implementing the policies of the elected Borough Council and ensuring the efficient delivery of public services.

Key Responsibilities:
·  Administrative Leadership: Direct and coordinate the daily operations of borough departments and ensure compliance with applicable laws and regulations.
·  Budget & Finance Management: Develop and manage the annual borough budget, monitor financial performance, and work with the Borough Treasurer to ensure fiscal responsibility and transparency.
·  Grant Writing & Funding: Identify, apply for, and manage grants to support capital projects, infrastructure improvements, and community programs.
·  Personnel & Human Resources: Supervise and support borough employees, manage HR policies, and ensure effective staffing practices.
·  Public Works & Infrastructure Oversight: Oversee essential municipal services such as road maintenance, code enforcement, stormwater management, and waste collection.
·  Community & Economic Development: To promote Clearfield’s growth and vitality, Foster partnerships with businesses, residents, and regional stakeholders.
·  Council Support: Prepare reports and recommendations for the Council, attend all meetings, and maintain open communication between the Council and staff.

Qualifications:
·  minimum 3–5 years of progressively responsible experience in municipal government or a comparable administrative role.
·  In-depth knowledge of Pennsylvania Borough Code and local government practices.
·  Demonstrated experience in budgeting, staff supervision, and policy implementation.
·  Strong communication, problem-solving, and interpersonal skills.
·  Experience with grant writing, economic development, and strategic planning is a plus.
