Code Enforcement and Zoning Officer

Clearfield Borough is seeking a motivated individual to fill the position of Code Enforcement and Zoning Officer. The Borough is committed to maintaining a safe and well-regulated community through the effective administration and enforcement of zoning ordinances and public health and safety regulations.

Key Knowledge and Responsibilities:

– Act as the Borough Zoning Ordinance and Code Enforcement Officer, investigating and addressing citizen complaints about violations.

– Monitor construction activities, including driveways and sidewalks, ensuring compliance with borough regulations.

– Conduct inspections, issue warnings for non-compliance, issue permits and maintain records of permits and inspections.

– Attend Planning Commission meetings, zoning hearings, and relevant borough council meetings, providing insights and recommendations for code improvements.

The Code Enforcement and Zoning Officer must have relevant experience or be able to learn necessary skills which include but are not limited to the following:  Read and interpret building and engineering plans and specifications. Interpret, administer, and enforce building codes if a Building Code Official (BCO) or work with a contracted BCO service for this. Inspect or work with a contracted inspection company to perform the inspection of existing housing and new construction projects. Excellent computer skills, including the use of Microsoft Office 365 and software such as Novo Solutions. Excellent organizational skills with an emphasis on filing and maintaining records. Excellent writing skills. Thorough knowledge of inspection methods, carpentry, electrical, plumbing, roofing, masonry, and all other aspects of construction is preferred. Knowledge of building codes and other applicable Federal, State, County, and Borough laws and regulations governing inspection programs is also preferred.

Required Skills and Qualifications:

– High school diploma or equivalent.

– Knowledge of building, planning, and zoning regulations and practices is strongly preferred.

– Strong ability to conduct inspections and enforce ordinances in a firm, tactful, and impartial manner.

– Excellent record-keeping skills and ability to write clear, concise reports.

– Possess a valid Pennsylvania Driver’s license and ability to communicate effectively, both verbally and in writing.

– Possess the ability to collaborate well with colleagues, as well as elected and appointed officials, outside consultants, outside agencies, and the public. Must be capable of working both independently and collaboratively.

– Must provide the best possible customer service to promptly oversee all zoning inquiries and requests courteously. Must be able to maintain a high degree of confidentiality.

Minimum Physical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit, stand, walk, use arms and hands to touch, feel, and reach, and use legs to climb, balance, stoop, kneel, crouch, or crawl. Occasionally lifts/moves objects weighing up to twenty-five pounds.

Work Hours and Conditions: Monday through Friday full time.  Required to attend evening meetings as needed. All work is done under the supervision of the Borough Operations Manager. Keeps Borough Manager informed of conditions in the field or situations which are potentially controversial, ongoing, or otherwise of concern.
